Low confidence.date_in_force is given as 1994 because a June 1994 parliamentary report (seen via search) says that by the 1 September 1994 long-stop all but five articles were in force; the exact commencing decrees were not found, so earlier staged commencement is possible. Publication date 18 March 1993 is from the same search results. The 1 September 2001 date for the 1998 amendments comes from a search-result summary of a coordinated text. text_url is a January 2006 coordinated version hosted by the AFAPDP (association of francophone data protection authorities), not the Moniteur original.
